A Philadelphia Based Non-Profit Group has filed a lawsuit seeking to over-turn more than 500 decisions against juveniles in criminal court in The Luzerne County Court of Common Pleas before President Judge Mark Ciavarella because those minors did not have lawyers. A Commonwealth of Pennsylvania Child Welfare Agency has joined in with the Philadelphia group’s lawsuit.

Al Flora, Jr, Bryan Kocis old lawyer and the CURRENT lawyer for Bryan Kocis’ Estate, is second in command of the Luzerne County Public Defender’s Office. Jonathan Blum, Bryan Kocis’ old lawyer, also works for the Luzerne County Public Defender’s office.

Judge Mark Ciavarella, the Judge who is defending the fact that half of the children before him didn’t have lawyers, assigned Al Flora, Jr and Jonathan Blum to represent Harlow Cuadra.
